  In recent years, although it has been improved through treatment, the pollution in several important bays, such as Liaodong Bay, Bohai Bay and Laizhou Bay, has not fundamentally improved.

  In 2018, the pollution in Bohai Sea is still outstanding, and strict control of pollution sources is the key.

  Song Derui, deputy director of the Marine Ecological Environment Information Office of the National Marine Environmental Monitoring Center: From the monitoring results of the whole Bohai Sea, the sea area that does not meet the first class seawater quality standard is about 20,000 square kilometers, and the sea area that is inferior to the fourth class seawater quality standard is more than 3,300 square kilometers. Generally speaking, land-based pollutants still enter the sea, which has a great pressure on the marine ecological environment.

  Liu Zhi is a villager in Aizikou Village, Dalian. He has been a fisherman for 12 years since the late 1980s. He said that in the early years, because the local people’s waste engine oil was directly poured into the sea, coupled with the increase of petrochemical, oil refining, shipbuilding and other enterprises, the number and species of fish in the sea were affected.

  Liu Zhi, a villager from Aizikou Village, Shuangdao Street, Lushunkou District, Dalian City, Liaoning Province: Originally, the Bohai Bay was dominated by yellow croaker, and later there were basically no yellow croaker fry because of pollution. Only in recent years have seedlings been seen, and only after the environmental protection reform have there been yellow croaker in Bohai Bay.

  According to reports, the depletion of fishery resources, the increase of marine garbage, and the frequent occurrence of ecological disasters such as red tides and Enteromorpha are the main problems facing marine ecology at present.

  In 2018, the Ministry of Ecology and Environment and other departments jointly issued the Action Plan for Comprehensive Management of Bohai Sea. Through three years of comprehensive management, the amount of land-based pollutants will be greatly reduced, and the rivers entering the sea will be significantly reduced to be inferior to Class V water bodies, so as to realize the stable discharge of industrial direct-discharged sea pollution sources, complete the cleanup of illegal and unreasonable sewage outlets into the sea, implement the strictest reclamation control, and gradually restore fishery resources.

  Strive to reach 73% of the excellent water quality (Grade I and II water quality) in the coastal waters of Bohai Sea by 2020.

  Dalian: Black and smelly water from several sewage outlets of a kelp factory enters the Bohai Sea.

  In view of the pollution situation in the Bohai Sea, from this year, the Ministry of Ecology and Environment launched a tough battle for comprehensive management of the Bohai Sea. The first round of investigation covered 1,700 kilometers of coastline and 4,628 square kilometers of land and sea. CCTV Financial Channel reporter followed the action group to Dalian, the longest coastline.

  According to the results of satellite remote sensing and UAV aerial survey in the early stage, the investigation team went to a river channel in Lushunkou District of Dalian to check the suspected outfall.

  Before reaching the location of the suspected drainage outlet, there was a pungent smell around. Along the river, the investigation team found a drainage pipe that went straight to the river, and the nearby ditches were also covered with black sewage.

  Qin Maohui, head of Dalian Group 68, Bohai Sea Sewage Outlet Investigation Action Group: Although there is no drainage, it has traces of sewage discharge. There is a sedimentation tank above it, which has pollutants and wastewater. It can be considered as a sewage outlet. This point is new.

  Less than 5 meters away from the discovered sewage outlet, the investigation team found another outlet. Although there is no drainage, but under the nozzle, you can also see the traces of sewage discharge, and the ditches are also dark brown and smelly sewage.

  Qin Maohui, head of Dalian Group 68 of Bohai Sea Sewage Outlet Investigation Action Group: We suggest that enterprises ban redundant sewage outlets, which cannot be set up. There can only be one legal sewage outlet for an enterprise.

  At a little distance from the two sewage outlets, the investigation team saw the suspected platoon that had to be verified.

  Less than 30 meters away from the ditch, there are three sewage outlets, all of which belong to a kelp processing factory next to it. Subsequently, the inspectors entered the kelp factory to understand the situation.

  According to the person in charge of the kelp factory, because of seasonal problems, the kelp factory has not produced sewage treatment facilities for treating hot pot water produced by cooking kelp for half a month, so it has not been used. However, the wastewater generated by other links has always been discharged after simple physical treatment.

  Investigation team: after sedimentation in the sedimentation tank outside, it will be discharged?

  Investigation team: Does EIA allow direct discharge of cleaning wastewater? Can it be discharged after precipitation and removal of suspended solids?

  Investigation team: Do you have any monitoring reports recently?

  It is understood that this ditch belongs to the end of the Bohai Sea. At high tide, seawater will directly reach the kelp factory, and at low tide, sewage will be directly brought into the Bohai Sea.

  At present, the investigation team has reported the investigation of three sewage outlets in kelp factory to the system and handed them over to the local government. Next, the local environmental protection bureau will sample and test the sewage and rectify it according to the results.

  Many indexes of water quality of rivers entering the sea turned black and smelly to red exceeded the standard.

  According to the Law Enforcement Bureau of the Ministry of Ecology and Environment, this round of investigation of sewage outlets around the Bohai Sea is mainly aimed at all the discharge outlets in Dalian, Tangshan, Yantai and Tianjin. In the next step, these outlets will be monitored, traced and rectified round by round.

  However, the action team found in Dalian that there are other pollution problems besides sewage directly mixing into seawater.

  A river that caught the attention of the action group not only gave off a strong smell, but also showed a clear red color. The entrance to the west side of the river has been blocked, but the remaining water is redder.

  The water from the north entrance is more dark brown. Villagers passing by said that this situation only began to appear this year.

  Villagers nearby: No, just this year, after the seafood processing factory was built last year, there were, and there were fish last year.

  Because the investigation team could not confirm the source of the river, it did not have the authority to enforce the law this time. It only sampled and quickly tested the river to determine the water quality and river attributes.

  Zhaowei, a member of Dalian Group 66 of Bohai Sea Sewage Outlet Investigation Action Team: The measured COD chemical oxygen demand has been greater than or equal to 250, which has seriously exceeded the standard, and it should be 100 normally.

  It is understood that after the previous rounds of central environmental protection inspectors and local special inspections, this investigation has not found illegal sewage discharge by large industrial enterprises, and the main problems are concentrated in aquaculture, agricultural non-point source pollution and domestic sewage. Because the scope of investigation covers all the outlets that discharge into the Bohai Sea, the number of investigations is much higher than the local data.

  Li Tianwei, Inspector of the Law Enforcement Bureau of the Ministry of Ecology and Environment: In the whole Bohai Sea, we originally investigated four cities, and the data held by local environmental protection departments was 625. According to our preliminary data, it may be much higher than this, maybe ten times, or even multiplied by more than ten times.

  At present, the investigation team has handed over the investigation results to the local government, and the relevant government departments will carry out follow-up monitoring, traceability and rectification.

  In the next step, the Law Enforcement Bureau of the Ministry of Ecology and Environment will conduct interviews and conduct supervision and accountability through special supervision for those who are ineffective in rectification and have outstanding problems. At the same time, before the end of this year, the Ministry of Ecology and Environment will also conduct a comprehensive investigation of the sewage outlets in the Bohai Sea in the remaining nine cities around the Bohai Sea.
