  In order to implement the "People’s Republic of China (PRC) Energy Conservation Law" and the "Measures for the Administration of Industrial Energy Conservation", and continuously promote industrial energy conservation and efficiency improvement and green and low-carbon development, the relevant matters concerning industrial energy conservation supervision in 2022 are hereby notified as follows:

  First, in-depth development of national special industrial energy conservation supervision

  Focus on key industries, do a good job in energy-saving supervision of key enterprises and key energy-using equipment, give play to the binding role of mandatory energy-saving standards, and improve energy utilization efficiency.

  (a) special supervision of energy efficiency in key industries. Carry out special supervision on the implementation of mandatory energy consumption limit standards for unit products for enterprises in industries such as steel, petrochemical, building materials and nonferrous metal smelting. On the basis of the work in 2021, the research on iron and steel, coking, ferroalloy, cement (with clinker production line), electrolytic aluminum, oil refining, ethylene, p-xylene, modern coal chemical industry (methanol from coal, olefin from coal, ethylene glycol from coal), synthetic ammonia, calcium carbide, caustic soda, soda ash, ammonium phosphate, yellow phosphorus, flat glass, building and sanitary ceramics, nonferrous metals (copper smelting, lead)

  (2) Special supervision of energy efficiency in key areas. According to "Guiding Opinions on Strengthening the Construction of Green Data Centers" (Ministry of Industry and Information Technology [2019] No.24) and related energy efficiency standards, conduct comprehensive energy-saving supervision on large and super-large data centers, calculate the measured value of power utilization efficiency (PUE), and check the configuration of energy measuring instruments. Combined with the special energy-saving supervision of data centers in recent years, the energy efficiency work ledger of key data centers in this region was established.

  (three) special supervision of energy efficiency improvement of key energy-using equipment. According to the relevant national mandatory energy efficiency standards, we will implement the Motor Energy Efficiency Improvement Plan (2021-2023) and the Transformer Energy Efficiency Improvement Plan (2021-2023), carry out energy-saving supervision on key energy-using equipment users such as motors, transformers, fans, air compressors and pumps, check equipment accounts, and urge enterprises to eliminate inefficient equipment that cannot meet the limits of mandatory energy efficiency standards in conjunction with relevant departments. This special supervision is carried out in combination with other special supervision, and the task is not declared separately.

  (4) Special supervision on the implementation of rectification of illegal enterprises in 2021. Supervise the enterprises that exceed the energy consumption limit and other enterprises that violate energy-saving laws and regulations found in the special energy-saving supervision in 2021. Those who fail to make rectification as required or rectification is not in place shall be dealt with in accordance with the law and regulations in conjunction with relevant departments.

  Two, continue to do a good job in daily industrial energy conservation supervision.

  Daily industrial energy-saving supervision mainly includes: in 2022, enterprises in industries not covered by national special industrial energy-saving supervision implemented mandatory energy consumption quota standards for unit products and mandatory energy efficiency standards for key energy-using equipment; The implementation of energy management systems such as the establishment of energy management systems for key energy-using enterprises, the establishment of energy management posts and the performance of duties of energy management leaders, and the implementation of energy measurement, energy consumption statistics and energy utilization status reporting systems; The development of energy-saving education and training, etc. Daily industrial energy conservation supervision should publish the results in a timely manner, and follow up and urge the implementation of rectification.

  Third, strengthen the basic capacity building of industrial energy conservation supervision

  (1) Improve the working system. Further strengthen the construction of industrial energy conservation supervision institutions at the provincial, city and county levels, build a supervision system with unified objectives, clear responsibilities and reasonable division of labor, and strengthen exchanges among supervision institutions at all levels. Accelerate the improvement of the inter-departmental industrial energy conservation supervision mechanism and properly connect the work. Innovative industrial energy-saving supervision mode, encourage the use of cross-regional law enforcement, law enforcement in pairs, joint law enforcement in provinces, cities and counties, and the introduction of third-party professional institutions to support and assist, so as to ensure the effectiveness of industrial energy-saving supervision.

  (2) Strengthen capacity building. All regions are requested to carry out industrial energy-saving supervision training in an orderly manner, publicize energy-saving and low-carbon laws, regulations, standards, norms, etc. based on the actual situation and strict implementation of epidemic prevention and control requirements, so as to improve grassroots professional ability. Actively promote online monitoring of enterprise energy consumption, online checking of energy efficiency of energy-using equipment, online reporting of energy-saving monitoring results, and electronic files of major energy-using equipment of key enterprises, so as to improve the informatization level of industrial energy-saving monitoring.

  (3) Strengthen the application of results. Strengthen follow-up guidance, and put forward improvement suggestions on unreasonable energy use behavior of enterprises and weak links in energy management found in industrial energy conservation supervision. Encourage enterprises to regularly carry out energy-saving diagnosis and energy efficiency benchmarking, and accelerate the implementation of energy efficiency improvement and transformation.

  Fourth, the job requirements

  (1) Strengthen organizational leadership. Please ask the local competent departments of industry and information technology to prepare plans, refine measures and means, clarify the target progress, and ensure that all work is completed on schedule with high quality. Departments in charge of industry and information technology at all levels and industrial energy conservation supervision institutions should standardize supervision procedures and law enforcement actions, intensify law enforcement inspection, investigate and deal with all kinds of illegal energy use behaviors, and deal with those who refuse to make rectification or rectification is not in place according to laws and regulations.

According to Cai Zili, executive deputy director of the Tax Reduction Office of the State Administration of Taxation and director of the revenue planning and accounting department, recently, the declaration of the "big levy period" ended in the third quarter of this year, and the State Administration of Taxation completed the statistical accounting of tax reduction and fee reduction in the first three quarters in time. In the first three quarters of this year, the country increased taxes and fees by 1,783.4 billion yuan, including 1,510.9 billion yuan in new taxes and 272.5 billion yuan in new social security fees. The new tax cuts mainly include 703.5 billion yuan in the VAT reform (including 118.4 billion yuan in the adjustment of the VAT rate on May 1 last year and 585.1 billion yuan in the deepening of the VAT reform this year), 182.7 billion yuan in the inclusive policy for small and micro enterprises, and 442.6 billion yuan in the two-step reform of personal income tax.

According to the survey data of tax authorities, in the first three quarters, 45% of manufacturing taxpayers used the tax reduction and fee reduction bonus to increase investment in research and development. The research and development expenses of 100,000 key tax source enterprises monitored by the tax authorities in the first three quarters increased by 19.3% year-on-year, an increase of 3.4 percentage points over the whole year of 2018.

-The private economy enjoys a deep dividend and strengthens the foundation for good development.According to the data of the State Administration of Taxation, in the first three quarters, taxpayers in the private economy, including private enterprises and individual economies, increased their tax cuts by 964.4 billion yuan, accounting for 64% of the total tax cuts, benefiting the most. At the same time, in order to promote opening wider to the outside world, help non-resident taxpayer to better enjoy the tax treaty treatment and reduce the tax burden, the State Administration of Taxation recently revised and issued the Administrative Measures for non-resident taxpayer to Enjoy the Treaty Treatment, which will be implemented as of January 1, 2020.
