CCTV News:In order to resolutely curb the illegal acts of interior decoration and decoration of urban houses, the Ministry of Housing and Urban-Rural Development issued the Notice on Further Strengthening the Safety Management of Interior Decoration and Decoration of Urban Houses last night (June 9), from fines to suspension of business for rectification, even revocation of qualification certificates and entry into enterprise credit files, which put forward clear requirements for all parties and further clarified the responsibilities of all parties involved in decoration activities.
Recently, the tenants in Harbin, Heilongjiang Province renovated the load-bearing wall privately, and the owners in Sihui, Zhaoqing, Guangdong Province broke through the wall without obtaining the construction permit, which threatened the safety of other residents’ lives and property and aroused widespread concern in society. To this end, the "Notice" clearly put forward a number of specific requirements for all aspects of decoration activities.
For the decorators, the Notice clarifies that the decorators should sign the decoration management service agreement, and prohibit the behaviors that affect the main body and load-bearing structure of the building. The decorators and decoration enterprises should bear the related expenses such as rectification, demolition and restoration projects caused by illegal decoration.
As for the design unit, the Notice requires that if the design unit fails to design according to the mandatory standards for engineering construction, it will be punished according to the circumstances, such as fines, suspension of business for rectification, revocation of qualification certificates, etc., and recorded in the enterprise credit file, and at the same time, the relevant employees who are responsible will be punished according to law.
For decoration and decoration enterprises, the Notice requires that decoration and decoration enterprises should strictly follow the mandatory standards of engineering construction and other technical standards to ensure the safety of personnel and houses. Shall not exceed the qualification level to undertake business. If there are acts of changing the main body and load-bearing structure of the building without authorization, penalties such as fines, suspension of business for rectification and revocation of qualification certificates will be given depending on the circumstances.
In addition, the "Notice" clarifies that property service enterprises or housing management agencies should inform relevant enterprises and individuals of the prohibited behaviors and precautions in decoration activities according to regulations, and strengthen inspections. Territorial streets should give full play to the role of mass supervision and unblock complaint channels. Local law enforcement departments should handle complaints and reports efficiently and do a good job of departmental linkage. Local housing construction departments should work with relevant departments to improve management systems and standards.
