There are many people like Gao Ning. Recently, some users told reporters that although the 3.15 party exposed the rampant situation of harassing calls, the frequency of receiving harassing calls has not dropped significantly recently. He counted the harassing calls he received in the past month, about six, and received one every five days on average.
The point is, it takes no effort or time for people to harass you. "I often get harassing calls, and I am so angry that I once wanted to flirt with the harassing phone and talk nonsense with it for 5 minutes. Recently, I learned that harassing calls can be used for robot chat, and I think of this matter as angry and funny. " The above users said.
Because software and labor are different, the efficiency is very high, even if it is not aimed at fixed user groups, the cost is not high. A company official said that they made more than 4 billion harassing calls a year.
A software marketer said that taking making 2000 calls as an example, the efficiency of their software is 6-8 times that of normal manual work.
According to the first telecom service quality notice of the Ministry of Industry and Information Technology in 2019, in the fourth quarter of 2018, the 12321 report acceptance center accepted 230,694 complaints and reports from users about harassing calls, down 5.1% from the previous month. Although the number of complaints and reports declined, it was still at a historical high.
Want to call back and scold after being harassed? "Call failed"

Some harassing calls are more confusing and look just like ordinary numbers. It is understood that this may be because the harassing phone used the technology of virtual calling and changed the calling number in order to gain the trust of users.
In March, the Ministry of Industry and Information Technology issued a message to strictly investigate the violations of virtual calling numbers using transparent transmission technology, and intercept all calls that failed authentication.
Who is "boosting" harassing calls?
Like "no business, no harm", the rampancy of harassing calls cannot be separated from the "assistance" of some enterprises.
A few days ago, Beijing Communications Administration focused on Baidu, Qihoo 360, sogou and other search service providers in response to the harassment of telephone software sales promotion information found on the Internet, and asked the three companies to rectify. All three companies said that they would thoroughly investigate the problems and immediately rectify them.
Afterwards, the reporter from Zhongxin. com consulted the public relations staff of a search engine company mentioned above, and the other party looked "stunned". "Huh? Have we been interviewed? " It is conceivable that enterprises do not attach importance to this matter.
Recently, reporters searched for keywords such as "telephone software" and "telemarketing", and there are still related softwares doing search promotion. There are many softwares that support robot marketing, autonomous speech configuration and human-computer interaction.
The Ministry of Industry and Information Technology has clearly stipulated that all Internet companies should comprehensively clean up the information of harassing software and equipment such as "calling you to death" on the Internet, and cut off the promotion, sales and use channels of related software and hardware.
Some marketing robots on e-commerce only sell 400 yuan for one year.
More seriously, it’s not just search engines. The influence of harassing telephone software has penetrated into many fields such as e-commerce and social interaction.
Reporters lurked in QQ groups selling several telephone software and found that people kept sending out advertisements to make outbound calls. Moreover, according to the description, the software was very powerful, and intelligent robots, screen-blocking short messages, and all invalid numbers such as shutdown and empty numbers could be automatically filtered out.
On the idle fish of the second-hand trading platform, there are also marketing robots for sale, which can be called out in batches, and the robot simulates customer service. And the price is very cheap, 400 yuan every year.
This year’s 3.15 party also revealed that some enterprises are selling probe boxes, which can collect personal information such as users’ phone numbers when placed in crowded places such as Shangchao. Among these enterprises, there are many listed companies with strong technical and financial strength.
Why is it difficult to eliminate?
Some insiders told the reporter of Zhongxin. com that the reasons why harassing calls are difficult to eliminate are very complicated, including difficulties in implementation and serious information leakage.
"Take the source of the harassed phone number as an example. It turns out that Internet companies are often exposed to information leakage, and Internet companies say ‘ Hit the library, reported ’ It’s over, but there is endless thunder: these numbers will be repeatedly bought and sold, and even classified and sold to different marketing companies. "
Even if there is no number resource, harassing calls can still be made. The reporter also noticed that some telemarketing software claimed that "without customer resources, the system will be automatically generated."
Operators may also be responsible for harassing calls. In November 2018, the notice issued by the General Office of the Ministry of Industry and Information Technology on the "Work Plan for Promoting the Special Action of Comprehensive Remediation of Harassment Calls" showed that all basic telecommunications enterprises and mobile resale enterprises should provide domestic mobile phone users with the reminding of the number of suspected harassing calls and the ability to prevent and control risks. Thirteen departments, including the Ministry of Industry and Information Technology, have also asked all basic telecommunications enterprises to strictly examine the user qualifications of voice lines and code number resources such as 95, 96 and 400 in accordance with the principle of "whoever accesses them is responsible" and standardize the use of resources.
However, some users have reported that the harassing calls received at present are rarely marked. Although they see strange numbers, they will still answer them for fear of missing important calls. Some insiders of the operator told the reporter of Zhongxin.com, "The key is that it is impossible to judge what is a harassing phone call. For example, a phone call to sell a house is harassing for those who have no need to buy a house, but it is just needed for those who urgently need to buy a house."
