Cui Ailan introduced that in the past year, the Provincial Women’s Federation, together with the Provincial Health and Wellness Commission, the Provincial Department of Finance, the Provincial Civil Affairs Department and other relevant responsible units, carefully organized and paid close attention to implementation to ensure the improvement of women’s and children’s health protection and the orderly advancement of people’s livelihood. The provincial finance at all levels has allocated a total of 858 million yuan to provide a strong financial guarantee for the smooth implementation of people’s livelihood.

By December 31, 2019, the province had completed 1,448,500 free screenings for cervical cancer and 1,487,200 free screenings for breast cancer, exceeding the annual target. The province completed 698,500 cases of free prenatal ultrasound screening and 777,000 cases of free serological screening, and the coverage rate of prenatal screening for pregnant women in the early and middle stages was 65.82%, exceeding the target requirement by 15.82 percentage points; There were 1,141,000 cases of neonatal "two diseases" screening, and the screening rate was 96.64%, which exceeded the target requirement by 6.64 percentage points. There were 1,123,900 cases of newborn hearing screening, with a screening rate of 95.2%, exceeding the target requirement by 5.2 percentage points. The provincial cities and counties (cities) directly under the jurisdiction of the province have exceeded the provincial targets.
Free screening has achieved remarkable results. In 2019, through the free "two cancers" screening, 585 cases of breast cancer, 24 cases of precancerous lesions and 3,674 cases of benign lesions were diagnosed in the province, and 501 cases of cervical cancer and 4,093 cases of precancerous lesions were diagnosed; Through free prenatal ultrasound screening, 6816 high-risk pregnant women were found, and 44618 high-risk pregnant women were found in prenatal serological screening. Through the screening of neonatal "two diseases", 129 cases of phenylketonuria (PKU) and 862 cases of hypothyroidism (CH) were diagnosed in the whole province. Through newborn hearing screening and further diagnosis, 1159 children with congenital hearing impairment were diagnosed. These patients and children have received timely and standardized referral treatment and follow-up services.
In view of the sick women screened for "two cancers", our province has also taken a series of measures to help them further get standardized treatment. It is understood that cervical cancer and breast cancer are included in the scope of serious and serious diseases in the province, and sick women can not only enjoy basic medical insurance, but also enjoy serious illness medical insurance. The Provincial Women’s Federation has won a total of 142.11 million yuan for national and provincial "two cancers" relief funds, and rescued 14,211 poor women suffering from cancer.
