Notification of inspection and spot check with new government media

The people’s governments of cities, counties and autonomous counties and the units directly under the provincial government:
Government websites and new government media are important carriers of digital government construction and important windows for serving the masses. In order to improve the construction and management level of government websites and government new media in the whole province, according to the requirements of the Notice of the Secretariat Bureau of the General Office of the State Council on Printing and Distributing the Inspection Indicators and Annual Assessment Indicators of Government Websites and Government New Media (Guo Ban Mi Han [2019] No.19, hereinafter referred to as "Assessment Indicators"), our office organized the inspection of government websites and government new media in the whole province in the second quarter of 2025. The relevant information is hereby notified as follows:
I. General situation
From June 5 to 14, 2025, according to the inspection standards determined by the Evaluation Index, our office inspected 122 government websites that were running in the province, and found 9 government websites with outstanding problems, with a qualified rate of 92.62%; 969 new government media in operation in the province were randomly selected, and 266 were randomly selected, accounting for 27.45%. Seven new government media with outstanding problems were found, with a pass rate of 97.37%. After reviewing the government websites with outstanding problems in the first quarter of 2025, it is found that the portal website of the Housing and Urban-Rural Development Department of Hainan Province and the transportation network of Hainan Province have not been rectified.
Judging from the inspection, governments at all levels and departments in the province have conscientiously implemented the decision-making arrangements of the CPC Central Committee, the State Council, the provincial party committee and the provincial government on deepening the openness of government affairs in the new era and strengthening the construction and management of government websites and new government media. Focusing on the central work of the provincial party committee and the provincial government and the public demand, they have deepened the digital reform of government efficiency and strengthened the policy propaganda and interpretation. The functions of publishing, handling and communicating between the provincial government websites and new government media have been continuously improved, and the management service level has been further improved.
Second, the main problems found in the inspection
This inspection and spot check found that problems such as untimely information update, blank columns and broken links still exist, and the contents published by individual government websites and new government media are inaccurate, incomplete and impractical, which has a certain gap with the public demand. Mainly in the following aspects:
(A) there are still shortcomings in the construction of government websites, and the construction of columns needs to be optimized.Some government websites still have pages that are inaccessible and information should be updated but not updated. The first and second page updates of the "Graphic Policy" column of Hainan Audit Network are not synchronized; The column "Audit Culture, Party Building in Institutions" was not updated in time. Hainan Provincial Public Security Department website "superior interpretation, picture interpretation" and other columns have not been updated for more than one year; The picture attached to the "Photo News" column is blank. The "Latest Interpretation and Response to Concerns" column of the portal website of Hainan Housing Provident Fund Administration has not been updated for a long time. The information update of the column "Financial Disclosure, Personnel Information" in the website of Haikou Forestry Bureau is out of sync. The column of "Abolishing Invalid Documents" on the website of Haikou Education Bureau is blank; The column "Press Conference" was not updated in time. The website columns of Haikou Forestry Bureau, Haikou Civil Affairs Bureau, Haikou Agriculture and Rural Bureau and Haikou Justice Bureau are unscientific. There are two different pages in the "Central Document" column, one of which is inaccessible. The column "Policy Questions and Answers, Suggestions and Proposals" of the government portal website of Changjiang Li Autonomous County in Hainan Province was not updated in time.
(B) The construction and management capabilities of new government media need to be improved.Some government affairs new media have insufficient capacity to guarantee the content, and the information update frequency is low and the information update is not timely. The "work briefing" column of the WeChat subscription number Lingao County Hechang Office has not been updated since November 2017. WeChat subscription number Lingao Agriculture’s "Lingao Agriculture and Agricultural Information" menu bar has not been updated for a long time. The "Health and Safety" column of Huishan in the WeChat subscription number Li Miao Fengcai minor was not updated in time. Nine columns, such as "Wanling dynamics, capacity improvement and party affairs knowledge" on the front line of the WeChat subscription number Wanling Party building, have not been updated for more than one year. The "Miao Protection Action" column of the WeChat subscription number Chengmai Civil Affairs and the "Minors’ Learning Law and Corrective Affairs Publicity" column of the WeChat subscription number Dingan Pufa have not been updated for a long time.
Individual government affairs new media account service is not practical, "open and ignore", and there is a phenomenon of "zombie" in the column. The WeChat subscription number Changjiang police did not provide an effective interactive function, and "Police and People Connect" was opened to display "Small program system update and maintenance"; "Convenience service" opens to display "applet expired and closed". The column of WeChat subscription number Lingao Agriculture "Helping Agriculture Mall, Online Feedback" opens and shows "Under Development …", which is actually a blank column. There are also government affairs new media main accounts that fail to reprint important government affairs information in time as required.
Third, the job requirements
(1) Further strengthen the digital transformation of government affairs and improve the management level of operation and maintenance services.All localities and departments should enhance the practicability, usability and friendliness of government websites and new government media, strengthen daily monitoring and management, and effectively reduce the rate of information release. At the same time, according to the communication characteristics of different types of government new media platforms, the important information is released in a "cluster" way by digital means.
(2) Further focus on people’s livelihood hotspots and enhance the breadth and depth of policy interpretation.Government websites and new government media should focus on the hot issues that people care about in the fields of social security, education, employment, etc., set up columns to interpret policies on people’s livelihood services, and display information on education, social security, employment and entrepreneurship, so as to realize that people’s livelihood issues can be found, understood and done, and strive to solve people’s urgent difficulties and worries.
(3) Further improve the rectification of problems and improve the quality and efficiency of government services.For the government websites and government affairs new media found to have problems in this inspection, the relevant municipal and county governments and units directly under the provincial government should take effective measures to rectify and put them in place in accordance with the requirements of the Assessment Indicators, and cancel the numbers one by one, so as to effectively put an end to the phenomenon of "rebounding while rectifying". For accounts with low frequency of use and weak practicability, they should be shut down and cancelled in time according to procedures, so as to effectively put an end to the phenomenon of "building but not using, using but not real".
(four) to further enhance the portal website safety supervision ability.All localities and departments should strictly implement the 7×24-hour duty network patrol system, improve the network emergency plan, and build a global linkage, three-dimensional and efficient network security protection system under the guidance of the Provincial Party Committee Network Information Office, the Provincial Public Security Department, the Provincial Big Data Development Center and other departments. At important time nodes, the full-cycle network security closed-loop management of "prevention in advance, control in the process, and resumption after the event" is achieved.
