Decision of the NPC Standing Committee on Ratifying the Marrakesh Treaty on Facilitating Access to Published Works for the Blind, Visually Impaired or Other Printed Materials Disabled.
(Adopted at the 31st session of the 13th the NPC Standing Committee on October 23rd, 2021)

The 31st session of the 13th the NPC Standing Committee decided to ratify the Marrakesh Treaty on Facilitating Access to Published Works for the Blind, Visually Impaired or Other Printed Materials (hereinafter referred to as the Marrakesh Treaty) signed by the representative of People’s Republic of China (PRC) in Marrakech on June 28th, 2013, and stated:

1. The Marrakesh Treaty is applicable to the People’s Republic of China (PRC) Special Administrative Region, and according to the fourth paragraph of Article 4 of the Treaty, the copyright exception stipulated in this Article is limited to works that cannot be obtained in a specific barrier-free format from commercial channels on reasonable terms.

2. The Marrakesh Treaty shall not apply to the People’s Republic of China (PRC) Special Administrative Region until further notice by the People’s Republic of China (PRC) Government.
