
Cctv newsOn September 14th, the National Health and Wellness Committee held a special press conference to introduce the relevant information and answer questions from reporters about the recently issued documents such as Management Measures for Internet Diagnosis and Treatment (Trial), Management Measures for Internet Hospitals (Trial), Management Standards for Telemedicine Services (Trial) and Management Measures for Clinical Application of Medical Technology.
Jiao Yahui, deputy director of the Medical Administration and Hospital Authority of the National Health and Wellness Commission, said that the CPC Central Committee and the State Council attached great importance to the work of "Internet+medical health". In order to implement the major decision-making arrangements of the CPC Central Committee and the State Council, and in accordance with the relevant requirements of the documents of the General Office of the State Council, the National Health and Wellness Commission, on the basis of summing up local experience and fully listening to the opinions and suggestions of all parties, studied and formulated the Measures for the Administration of Internet Diagnosis and Treatment (Trial), the Measures for the Administration of Internet Hospitals (Trial) and the Regulations for the Administration of Telemedicine Services (Trial). The main ideas are as follows:
First, "Internet+medical services" are divided into three categories according to the personnel and service methods used.
The first category is telemedicine, in which medical institutions use medical personnel registered in their own institutions to carry out remote consultation and remote diagnosis by using information technology such as the Internet.
The second category is Internet diagnosis and treatment activities, in which medical institutions use their registered medical staff to directly provide patients with some common diseases and chronic diseases for follow-up visits and family doctors’ contract services by using Internet technology.
The third category is Internet hospitals, including Internet hospitals as the second name of entity medical institutions, and Internet hospitals independently set up relying on entity medical institutions. Internet hospitals can use doctors registered in their own institutions and other medical institutions to carry out Internet diagnosis and treatment activities. Internet hospitals can provide patients with some common diseases, chronic diseases and family doctors’ contract services. In addition, when a patient goes to a physical medical institution for treatment, when the attending doctor invites other doctors to consult through the Internet hospital, the consulting doctor can directly issue a diagnosis opinion and prescribe.
Among them, the second and third categories belong to medical institutions providing services for patients through the Internet.
The second is to clarify the access procedures for Internet hospitals and Internet diagnosis and treatment activities. Internet hospitals, as a kind of medical institutions, can apply for setting up according to the procedures of setting up medical institutions, or as the second name of physical medical institutions, which can apply for setting up and register their practice according to regulations; Medical institutions that have obtained the Practice License for Medical Institutions are ready to establish Internet hospitals, and the license-issuing organ shall handle the practice registration in accordance with the relevant provisions of the Regulations on the Administration of Medical Institutions and the Detailed Rules for the Implementation of the Regulations on the Administration of Medical Institutions.
The third is to clarify the legal responsibility relationship of Internet hospitals. Internet hospitals that have obtained the Practice License of Medical Institutions are the subject of legal responsibility. All parties to the Internet hospital cooperation shall bear corresponding legal responsibilities in accordance with the cooperation agreement.
In the next step, the National Health and Wellness Commission will work with all localities to promote the implementation of three documents, such as the Administrative Measures for Internet Diagnosis and Treatment (Trial), strengthen the access and supervision of new formats of Internet medical services, create a policy environment conducive to the healthy development of Internet medical services, and protect people’s health rights and interests.
Recently, the National Health and Wellness Commission issued the "Administrative Measures for Clinical Application of Medical Technology" according to departmental regulations, aiming at establishing the relevant management system and working mechanism of clinical application of medical technology by strengthening the top-level design of clinical application management of medical technology, and strengthening the main responsibility of medical institutions in the management of clinical application of medical technology and the supervision responsibility of health administrative departments. On the one hand, it is conducive to standardizing the management of clinical application of medical technology and ensuring the scientific, standardized, orderly and safe development of medical technology, on the other hand, it is conducive to ensuring medical quality and medical care.
